Now, the GPU is big, I would not go below a 6700XT or RTX 3060 TI in terms of performance. Those cards have the performance of modern day consoles. You’re better off just buying a console if the budget is tight.
Amazon has Sapphire AMD 7700XT for $435 right now. This will get you above Xbox X, and PS5 performance, and about the performance of the PS5 Pro. Best Buy as XFX O.C AMD 7800XT for $629 which is faster than the PS5 Pro. Ebay has ASUS ROG Strix NVIDIA GeForce RTX 2080 TI OC for $360, that’s in the 7600XT area of raster performance despite it’s edge. Faster when enabling RT on the 2080 TI.
In terms of CPU, any Intel 10K series, AMD 5700X and above will do. The 3D cache stuff is honestly for e streamers and competitive gamers. Even AMD 3800X/3950X CPUs will do if all you want is 60 FPS. They only struggle hitting 120 FPS, will rocket past 60 FPS no problem. I had the 3800X up until last year, and CP2077 for example ran at 123 FPS on my 3800X. My 5900XT manages 158 to 161 FPS withe same GPU. My 9900X hits 188 to 192 FPS with the 7900XT. So the 3700X for example should suite your needs for $75 off Ebay.
